The Principle of Compression and Fiction

Rockstar has never pursued geographically accurate scale. Real Florida spans an enormous distance from north to south, and Leonida in the game is heavily compressed so that players can drive from Vice City’s neon streets to the reefs of the Keys or the marshes of Grassrivers in a reasonable amount of time. All names are fictional (Leonida, Vice-Dale County and so on), avoiding the direct use of real place names while letting players instantly recognize the prototype through visual cues.
